President William Ruto’s official state visit to China this week marks a defining moment in Kenya’s foreign policy and its ambitions for international economic diplomacy. As global geopolitical dynamics shift, this visit positions Kenya to play a stronger role in shaping South-South cooperation and advancing a sustainable development agenda.
Invited by Chinese President Xi Jinping, Ruto’s five-day tour began on April 22, reflecting the deepening strategic partnership between Nairobi and Beijing. The relationship, originally established in 1963 and reestablished in 1978 after a brief suspension, has evolved into a comprehensive alliance, with China now standing as Kenya’s largest trading partner.
This visit is far more than ceremonial. It represents China's recognition of Kenya as a key partner on the African continent. President Ruto’s scheduled meetings with President Xi, Premier Li Qiang, and Chairman Zhao Leji of the National People’s Congress underscore the importance both countries place on mutual cooperation and development.
This is Ruto’s third trip to China, his most recent being in September 2024 for the Belt and Road Initiative (BRI) summit. The BRI, launched in 2013, has been central to China’s global infrastructure push, with Kenya as one of its flagship beneficiaries in Africa.
According to Kenya’s Ministry of Foreign Affairs, the discussions during the visit will cover critical areas such as infrastructure, healthcare, ICT, green energy, agriculture, and manufacturing—all in line with the Kenya Kwanza government’s Bottom-Up Economic Transformation Agenda (BETA).
A key milestone expected from the visit is the signing of a comprehensive strategic partnership agreement. This framework will elevate Kenya-China cooperation, particularly under the BRI, and support vital development sectors including technical education (TVET), healthcare facilities, and infrastructure like the Standard Gauge Railway (SGR) and the Rironi-Malaba Highway, which is set to commence construction in June 2025.
The delegation accompanying Ruto, which includes several Cabinet Secretaries and Prime Cabinet Secretary Musalia Mudavadi, signals Kenya’s proactive approach in mobilizing foreign investment and fostering sectoral growth. High-level meetings with Chinese private sector players are also planned, aimed at boosting job creation—particularly for youth and women—and advancing Kenya’s digital and creative economy.
Beyond bilateral cooperation, President Ruto is expected to raise pressing global issues. He will advocate for reforms in the international financial system to make it more equitable and responsive to the needs of developing nations. Regional peace and security—areas where Kenya plays a significant leadership role in the Horn of Africa and Great Lakes region—will also be on the agenda.
China’s foreign ministry spokesperson Lin Jian expressed optimism, stating:
“We are confident that this visit will contribute to deepening the China-Kenya relations, implementing the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation, building an all-weather China-Africa community with a shared future in the new era, and advancing unity and cooperation within the Global South.”
Ruto’s visit underscores Kenya’s growing influence on the global stage and its strategic pursuit of partnerships that align with its national development goals and continental aspirations.
