Trump Names Keith Kellogg as Special Envoy for Ukraine-Russia Peace Efforts
President-elect Donald Trump has appointed Keith Kellogg, a retired U.S. Army lieutenant general and former national security adviser, to serve as special envoy to Ukraine and Russia in his upcoming administration. Kellogg is expected to spearhead negotiations aimed at ending the war in Ukraine, a cornerstone of Trump’s foreign policy promise to resolve the conflict swiftly.

Trump has yet to detail his strategy for achieving peace, but Kellogg’s nomination highlights a commitment to prioritize diplomacy. Known for his firm stance, Kellogg has previously outlined proposals for a negotiated settlement, emphasizing a conditional approach to U.S. aid.
In a research paper co-authored with Fred Fleitz and published by the pro-Trump America First Policy Institute, Kellogg argued for linking U.S. aid to Ukraine’s willingness to engage in talks and suggested deferring Ukraine’s NATO membership as a concession to entice Russia into negotiations. The plan also includes establishing a long-term security structure to bolster Ukraine’s defense.
Kellogg acknowledged Trump’s input on the proposal earlier this year, though it remains unclear how much of it will be adopted. “I’m not claiming he agreed with it or every word of it, but we were pleased with the feedback we received,” Kellogg said in June.
Ukraine has maintained a cautious but diplomatic stance toward Trump, underscoring the high stakes of potential U.S.-brokered peace talks as Kellogg assumes his new role.
